Plough Lane, Wokingham
Client: Persimmon Homes
Alliance Planning has project managed the preparation and submission of a scheme for 150 dwellings, including affordable and open space provision, on a previously reserved site (now released) for Persimmon Homes. The brief included project managing nine other consultants. Negotiations with the Local Planning Authority pre-application have ensured that all concerns relating to previous proposals have been fully addressed, including provision of SPA mitigating open space. There were over 500 objections to the scheme. Planning permission has been granted.
Alliance Planning's role was to provide planning advice, project managing the process and negotiating the application to determination.
Oak Tree Drive, Guildford
Client: Lacey Simmons
Planning secured planning permission for 27 houses and apartments, including affordable housing on the site of six houses. Negotiations included the submission of a second application to overcome concerns of the Local Planning Authority and local residents relating to density, trees, affordable housing, parking and scale, without compromising scheme viability.
St Paul's Lane, Bournemouth
Client: Rok Development and Scarborough Development Group
The development of a major mixed use urban regeneration scheme, involving a 14 story residential tower, 100,000sqft of headquarters offices and mixed active frontage uses, including possible health and fitness, creche, retail and cafe uses. The whole development framed a new, landscaped public square with high permeability and public art. The project commenced construction in 2007.
Haleigh Road, Leigh on Sea
Client: Marden Homes
Alliance Planning have been appointed by Marden Homes to provide planning support in respect of their application for the redevelopment of this site to provide 14 residential units.
The site is situated within a Conservation Areas and until recently, housed a listed building.
The forthcoming application will be the second bite at the cherry for Marden. The previous application which Alliance personnel worked on resulted in a Public Inquiry into the Council’s refusal to grant planning permission.
The main issues in the determination of this application are likely to be the impact on the Conservation Area and the overall scale and design of the proposal.
Plough Lane, Wokingham
Client: Persimmon Homes (South West) Limited
A detailed planning application for the redevelopment of the site with 150 residential units and open space (SPA mitigation land) was submitted in summer 2007. After a lengthy negotiation process planning permission was granted by Wokingham Borough Council in March 2008.
Canella Place, Reigate
Client: Premier Properties Plc.
A planning application was initially submitted by Alliance for this site in late 2006 for the demolition of 2 existing properties and the erection of 16 two-bedroom apartments. Work carried out involved:
• Preparation of supporting planning documentation, including Planning Statement and Design and Access Statement;
• Detailed analysis of local, regional and national planning policy/guidance and assessment of local housing need; and
• Monitoring of application and negotiations with LPA.
It was subsequently refused on the grounds that the development was out of keeping with the Area of Special Residential Character in which it was situated and was considered to be detrimental to the amenities of existing occupiers. Alliance subsequently submitted a planning appeal. The appeal was allowed as Alliance successfully demonstrated that the proposals could be satisfactorily accommodated on site.
New Inn Lane, Burpham
Client: Lacey Simmons Limited
Two planning applications were initially submitted by Alliance for this site in 2007. The first was for 54 residential houses and the second was for 41 houses. Work carried out involved:
• Project management of sub-consultants;
• Preparation of supporting planning documentation, including Planning Statement and Design and Access Statement;
• Advice on affordable housing implications;
• Detailed analysis of local, regional and national planning policy/guidance and assessment of local housing need;
• S106 negotiations with LPA; and
• Monitoring of applications and negotiations with LPA.
Following the refusal of these applications Alliance submitted two planning appeals; they were heard at a conjoined public inquiry in February. Alliance won the 41 unit scheme on scale and character and impact on amenities. In addition, we persuaded the inspector that education and environmental contributions of £246,000 and £41,000 respectively were not justified.
Land at Stringers Common, Guildford
Client: Lacey Simmons Limited
Alliance successfully won a planning appeal for the development of one detached two-storey house, a terrace of three two-storey houses and a pair of semi-detached two-storey houses.
This project was the culmination of several applications made in respect of the site. Due to site constraints, proximity of neighbouring properties and SPA issue planning has previously been difficult to secure. However, Alliance successfully demonstrated that development could be accommodated on site and create a suitable residential amenity.
Rydens Way, Woking
Client: Lacey Simmons Limited
Alliance Planning was initially instructed, along with a firm of local Solicitors, to counter argue an application made by local residents under the Commons Registration Act 2006 for land at Rydens Way to be registered as a village Green. This resulted in a lengthy public inquiry spanning 2 weeks, where Alliance provided full support to Counsel and appeared as expert witnesses.
We successfully argued that this application should be rejected after extensive research into the history and use of the land.
This successful outcome paved the way for appealing a refusal of planning permission for 41 residential units on the site. This also resulted in a public inquiry, where we convinced the Inspector that the existing open space was unattractive, habitually used for parking, and that our proposals, which included far less open space than existing, were nonetheless a visual improvement. The Inspector was also convinced that the loss of 27 mature lime trees was acceptable on the basis of the substantial new planting proposed.
Affordable Housing, West Clandon
Client: Mr. Alan Peck
Alliance Planning were commissioned to take forward a planning proposal for 14 affordable housing units, with garage block and associated parking and landscaping.
The site is situated outside any settlement and in the Green Belt, but borders the settlement boundary of West Clandon in Surrey. Residential development can be acceptable in such locations providing the requirements of the rural exception site policy are adhered to, including restrictions on the size of the plot and the need to serve a genuine local housing need.
Issues that needed to be addressed as part of the application were access arrangements, flooding risk, impact on trees and ecology. Alliance Planning project managed the appointment of consultants and the co-ordination of final reports needed to support the planning application, including the commissioning of an affordable housing survey to prove local housing need.
Atlas Metals
Client: Strategic Landowner
Alliance Planning is providing advice to Atlas Metals Ltd, a local business and land owner in the Sandwell area, to develop a Masterplan for their site to secure full planning permission for a residential development for 186 dwellings and associated works.
The proposed development includes the construction of 186 dwellings, public open space, private amenity space associated landscaping, car parking and highway works.
Alliance Planning is responsible for providing planning advice, production and management of the submission, undertaking pre – application discussion with the Local Planning Authority and review of technical documents for the preparation of the application.
Herne Bay Town Centre Regeneration
The master planning and application for the development of a major mixed use scheme comprising up to 20,000m2 commercial, residential and retail space including a major new anchor supermarket within Herne Bay town centre and conservation area working to a public private joint venture.
Wakering Road, Barking Central
Major regeneration proposal in Thames Gateway involving a 3* hotel, offices, retail/A3 uses in Barking town centre, to provide a 24 storey iconic building that will help stimulate regeneration and assist the redevelopment and master planning of Barking Town Centre.
YMCA, Erdington
Client: Zenith Development Partnership
Alliance Planning provided detailed planning advice and planning led design brief that was included as part of the OJUE pack. Alliance provided advice and sat on the judging panel for all of the tender submissions as part of this design led competition. We were instructed to work with the project architect to secure planning approval for the comprehensive redevelopment of the YMCA's site at Reservoir Road in Erdington, Birmingham. The proposal involved the construction of 80 residential units providing a new form of 'move on' accommodation as well as improved community facilities, which are located at the front of the Site to encourage public access. The community facilities include a flexible space for performances, markets and other events. Ancillary office accommodation for the YMCA was also included in the scheme.Major Planning Application Advisory Role in Scotland
Client: Carvill (Scotland) ltd
Riviera Bay Holiday Village, Brixham
Alliance has been instructed to advise on the proposed redevelopment of the Riviera Holiday Village in Brixham, Torbay.
The Site comprises approximately 5.5 hectares of previously developed land close to the sea cliff coastline of St Mary’s Bay, the redevelopment of which would deliver up to 180 new residential properties, a care home and an area of public open space. The capital generated by the scheme would be used to upgrade existing facilities at a second Park Holidays owned holiday village in Brixham, thereby safeguarding employment in the Town.
Alliance has been instructed to coordinate the preparation of an Environmental Impact Assessment (EIA), where ecology is of particular importance, and to prepare and submit the planning application. The commission has also included representations to the Local Development Framework Core Strategy to help ensure the future planning policy framework seeks to favour the redevelopment of the land.
Vauxhall Sky Gardens
Client: Frasers Property Developments
Alliance Planning was asked to review a potential development site and ultimately instructed by Frasers Property Developments to submit a planning application for a 34 storey tall building proposal in Vauxhall. The development, which was granted consent in November 2008, will provide 178 apartments, 8,975m2 of business space and 229m2 of active frontage uses. The scheme has sustainability at its heart and achieves over 30% carbon reduction. At 2,666 habitable rooms per hectare the development is also the densest residential building permitted in London and will become a new iconic landmark within the Vauxhall area.
The proposal was well received by stakeholders and the community and was the first tall building permitted following the election of Mayor Boris Johnson. Full community consultation was key pre and post planning to ensure that it meets the aspirations of residents and businesses in the area.
The proposed scheme will bring huge benefits to the area through funding towards a range of local services such as art, education, health, recreation and public transport secured through s106 agreement.
