Scottish Liberal Democrats Manifesto - Scottish Election 2011

The Scottish Liberal Democrats Manifesto supports "a flexible and well-resourced planning and development regime to help speed up consents, reflect local views and allow quicker decisions for businesses who want to invest in Scotland", although there is no mention of how this will be achieved with ongoing cuts in local government funding.
They also support economic development and propose that supporting this should be a material consideration in the planning process.
>As an innovative proposal, they include what is termed a "Home On The Farm scheme for more affordable homes from disused and underused farm buildings, giving farmers a new income, ensuring farm succession and providing homes for local people", although there is no detail in terms of how this will be achieved. A change to permitted development rights perhaps?
Scottish Conservative Manifesto - Scottish Election 2011

The Scottish Conservatives would give planning a Cabinet level Minister, wish to see a greater emphasis on economic growth in planning policy and would require Scottish Water to give specific support to developers and self-builders by requiring them to complete required work within three months of planning permission in detail being granted for the development.
In relation to energy policy, they would publish new planning guidance for onshore wind “to prevent inappropriately sited or sized windfarms” and will amend the National Planning Framework to designate replacement nuclear facilities as National Developments bringing Scotland more into line with England.
